Minutes Membership Panel 20140320

1. membership of the Panel.
Following a proposal by Andrey, it was agreed to add Richard Jacobsson as member of the panel.

For the communication to the outside, we agreed on the following format:

Richard Jacobsson
Jaap Panman (chair)
Mikhail Shaposhnikov

2.  It was agreed to maintain a "proto-collaboration" mailing list, i.e. a merge of collaboration members and people interested to join or contribute.  The "Thursday" physics meetings will be advertised on this list and open to all on the list.

3.  In the initial phase candidate-groups will be asked to mainly propose their contribution to and interest in writing parts of the proposal.  Funding issues will be dealt with "informally". 
The proposal will contain the physics case for the HNL search and, in addition an as wide as possible selection of physics cases, including nu_tau physics.   It should also describe the technologies used, and be completed with an indication of the strength of the collaboration and funding.

Nico will be asked to prepare a 1st bulletin for the workshop, also in view of attracting new collaborators.

4. It was decided to add the new composition of the membership panel to the SHIP web site.
